Just re did a bunch of baseboards in my main living areas. If new baseboard, buy pre primed and paint before cutting (2 coats). Then cut and install, fill nail holes with some type of wood filler (not caulk), sand nail holes flush and touch up paint with really small paintbrushes. Caulk top edge, and paint with same small paintbrush.
